An allusive expression accompanied by a clear indication is considered a divorce

Question: From Abdulaziz ibn Abdullah ibn Baz to the honorable brother, the virtuous Shaykh, the Judge of Mahayil, may Allah protect him and take care of him, amen.
Peace be upon you, and Allah's mercy and blessings. After that:
O beloved, your noble letter number (955) dated 5/9/1392 AH has arrived, may Allah guide you, and I have reviewed the attached sheet in which you recorded the details of the divorce that occurred from husband E. M. to his wife. The text of the record is as follows: “Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. Then, before me, I, the Judge of the Mahayil Court, the husband E. M. was present, and A. Sh., the guardian of the wife and her ex-husband, was present for his attendance. After their presence before me, the husband presented to me a letter addressed to him from His Eminence Shaykh Abdulaziz ibn Abdullah ibn Baz, number (1674) dated 12/9/1390 AH, which included the attendance of him, his ex-wife, the guardian, and the clerk to discuss what was in His Eminence’s letter. Based on that, the divorcer E. stated: ‘M. Sh. was my wife, so a disagreement occurred between us that led me to say to her: “You are divorced.” The clerk said: “Do you hear the divorce?” I said: “Divorced,” and I intended by that to confirm the first divorce. Then I returned to my authority over her. Then a disagreement and quarrel occurred between us, so I said to the clerk: “Write for her, for I have forgiven her,” and I intended by that to ward off her harm from me. Then after a period of four months, I returned to her. Then she remained with me for a period and I fell ill, so I sent her the divorce where I divorced her. As for the divorce document, they have passed away.’ He stated it this way, and the ex-wife and her guardian agreed with him on that in the presence of the witnesses.” End of text.

Based on that, I do not see for him any way to her until she marries another husband, because the apparent reality is that he divorced her three times at different times. His statement that he did not intend divorce the second time is not apparent, because she requested the divorce, so he ordered the clerk to write for her, and he wrote, and this is clear that he wrote the divorce for her, whether that was with explicit wording or an allusive expression. So I hope you will inform everyone of that. May Allah reward you and guide your steps. And peace be upon you and the mercy of Allah and His blessings.
