Question: What is the ruling on one who revokes his gift, meaning he gave a man a sum of money as a gift and then took it back?

Answer: The ruling is that he has committed a sin, and he must repent of it and return the gift to its owner; based on the saying of the Prophet (peace and blessings be upon him):
One who gets back his gift is like a dog which vomits and then swallows that vomit.العائد في هبته كالكلب، يقيئ ثم يعود في قيئه

and the saying of the Prophet (peace and blessings be upon him):
It is not lawful for a Muslim man to give a gift and then take it back, except a father regarding what he gives a child.لا يحل لمسلم أن يعطي العطية ثم يرجع فيها، إلا الوالد فيما يعطي ولده
