Is it obligatory to respond to one who asks or seeks refuge in Allah?

Machine translationRead the Arabic original
Question:
If someone asks a person by invoking Allah, or seeks refuge in Allah from a person, and then is not given?

Answer:
One should not ask by invoking Allah, but if someone asks by invoking Allah and he is deserving, he is given. And if someone seeks refuge in Allah, he is given, even if it is little, if he is deserving.
As for if someone asks for zakah and he is not among those entitled to zakah, or asks by invoking Allah that the hudud punishment not be carried out against him; he is not obeyed in this, in the matter that is possible.
