Is scowling at the faces of disbelievers part of the believer's dignity?

Machine translationRead the Arabic original
Question:
Regarding disbelievers who are in the lands of Muslims: to what extent is displaying dignity toward them a matter of scowling at their faces?

Answer:
No, no.
Q: Or do they have the ruling of those granted safe conduct?
The Shaykh: You force them to take the narrowest path and you do not initiate the greeting with them; that is sufficient. If they initiate it, you return it.
Q: Does he scowl at their faces?
The Shaykh: No, he does not scowl at their faces and he does not change anything. He invites them to Allah; inviting them to Allah is a matter of good. But he does not initiate with them. If he sees that he should initiate with them: "How are you? How are you, so-and-so? How are your children?" perhaps they will accept the good; that is fine.
Q: But what about one who is known for turning away?
The Shaykh: The one who is known for turning away is advised so that he does not become better than you. You become better than him by inviting to Allah, directing to good, and giving advice, so you are on reward.
