Answer:
There is no contradiction; because the seventy thousand left behind something that should be left behind, which is seeking healing through ruqyah, asking people, and cauterization, which is disliked. The Prophet (peace and blessings be upon him) said:
But I forbid my followers to use (cauterization) branding with fire.وأنهى أمتي عن الكيِّ
Sahih al-Bukhari 5680
, and taking an omen as a bad sign is shirk (associating partners with Allah). So they left behind things that should be left behind. It was not said that they do not resort to all causes.
