Question:
This questioner says—may the Shaykh be respected:—a hadith has been reported in which the Messenger (peace and blessings be upon him) informed that seventy thousand from the Ummah of Muhammad (peace and blessings be upon him) will enter Paradise without reckoning or punishment. When the Companions (may Allah be pleased with them) asked among themselves who they are and what their characteristics are, the Messenger (peace and blessings be upon him) came out to them and informed them of what had taken place between them, and he (peace and blessings be upon him) informed them that they are those who do not seek ruqyah, do not apply cautery, and do not take omens.
The questioner asks: We hope that you, may your respect be honored, will explain these characteristics to us so that we may hold fast to them?

Answer:
The Prophet (peace and blessings be upon him) informed that seventy thousand from his Ummah will enter [Paradise] without reckoning or punishment, and in a narration:
With every thousand, seventy thousandمع كل ألف سبعين ألفًا
Sahih Ibn Hibban 64:154
He was asked—(peace and blessings be upon him)—about their characteristics, and he said:
They are those who do not use charms nor cauterise themselves nor seek omens and who rely on their Lord.هم الذي لا يسترقون، ولا يكتوون، ولا يتطيرون، وعلى ربهم يتوكلون

Meaning: They are those who were upright upon the religion of Allah from among the people of taqwa and faith, who worshipped Allah alone, fulfilled His obligations, abandoned His prohibitions, and exerted themselves in various types of good, to the extent that they abandoned some of what is recommended to abandon, such as seeking ruqyah and cautery, due to the perfection of their faith.
They do not seek ruqyah.لا يسترقون
Meaning: They do not seek someone to perform ruqyah for them,
They do not cauterize.ولا يكتوون
because abandoning cautery is better except in cases of need, and abandoning ruqyah is better except in cases of need; this is part of the perfection of their faith.
And if a person needs ruqyah, there is no harm in seeking it, as the Prophet (peace and blessings be upon him) ordered Aisha to seek ruqyah, and he ordered the mother of the children of Ja'far ibn Abi Talib to seek ruqyah for her children when the evil eye afflicted them. This indicates that there is no harm in seeking ruqyah when there is a need, but abandoning it is better if another remedy is available and one can do without it. Likewise, cautery: if a remedy that can take its place is available, that is better; and if there is a need for cautery, there is no harm. The Companions applied cautery, as Khubayb ibn al-Urat and others did. The Prophet (peace and blessings be upon him) applied cautery to some of his companions out of need. This is part of perfection, and it does not exclude them from the seventy thousand if they seek ruqyah or do so, but these are among their good deeds: abandoning cautery when one can do without it, and abandoning ruqyah when one can do without it. Otherwise, the seventy thousand are the people of uprightness, the people of good and uprightness in obedience to Allah, abandoning His disobedience, and preserving good. Yes.
