The Shaykh : So what do you say now about those people who are paid from the public treasury for work they have not done, which is sometimes called "outside working hours" and sometimes "assignment," when they have not been assigned and have not worked outside their hours? Is this forbidden or permissible? It is forbidden, forbidden for the one who arranged this salary and forbidden for the one who took this salary. Therefore, if people had cooperated in righteousness and piety, those who receive these salaries without having worked would have refused them. If they had refused them, the Muslims above them would have been in a difficult position and would have fallen into the trap, and at that point the state would learn of it and would take the necessary action against them as it does against their like. Is that not so? I am telling you this not as a complaint against these people, for a complaint against these people is against Allah the Mighty and Majestic, and they will find their reckoning on the day they come out of their graves barefoot, naked, and uncircumcised. But I am telling you this so that you will advise the servants of Allah who do such things, because it is possible for no one but to hear of such cases, or to have a relative who practices this matter or something similar. Your duty, for you carry the banner of Islamic knowledge, praise be to Allah, is to inform people of these matters. And informing is not enough; you must also call them to abandon these matters, because there is a difference between informing and calling. The duty of a student of knowledge is both informing and calling. You call them to abandon this and say, "This provision came through a forbidden means; there is no good in it and no blessing in it. And if it is bestowed upon a person in this world through taking this forbidden thing, then that is only a delusion from Allah the Mighty and Majestic. A delusion from Allah. And Allah the Exalted deludes the servant with blessings, and then when He takes him, He does not let him go." This is what I want from you for your brothers, for whoever Allah has given knowledge, its zakah is upon him, just as the zakah of wealth is upon it. The zakah of knowledge increases knowledge, and the zakah of wealth decreases its quantity but increases its blessing and other provisions. [At-Talaq 65:2-3] Now, the author says: It is not permissible to give a salary to the mu'adhdhin and the one who gives the iqamah if there is someone who will volunteer for them, but on the condition that this volunteer is one through whom sufficiency is achieved.
