"Reciting it in a measured manner" means saying it phrase by phrase: he says "Allahu Akbar" and pauses, then says "Allahu Akbar" and pauses, until he completes it. This is the best method. There is another method where he joins the takbirs together, joining every two takbirs, saying "Allahu Akbar, Allahu Akbar, Allahu Akbar, Allahu Akbar," and in the final takbir he says "Allahu Akbar, Allahu Akbar." However, the school of thought (madhhab) is that he should recite it in a measured manner. If a person did this and also used the other method, it would be better, as you know. "From a high place". "From a high place" means that the adhan should be called from something elevated, because that carries the voice farther. People need the adhan, especially in the past when clocks were not available. Now, praise be to Allah, clocks are available; you might find two clocks in one gathering among some people. Nevertheless, it is recommended (sunnah) to call from a high place. There is no difference between the elevation being due to the mu'adhdhin himself or due to the mu'adhdhin's voice, as is the case now. Now, the elevation is by the mu'adhdhin's voice, while the mu'adhdhin's body is on the ground and does not ascend. But as long as the voice is heard from the minaret, it is like one who ascends. This is part of Allah's facilitation for His servants so that they do not burden themselves or make it difficult for themselves, especially in winter days and rainy days. He says "in a state of purity". "In a state of purity" means being pure from ritual impurity (hadath). This is a recommended practice (sunnah), or is it? It is a recommended practice to be pure from both minor and major ritual impurity.
