What is the ruling on exchanging Saudi riyals for US dollars, where instead of receiving the cash, I was given a promissory note to collect the amount from another country?

Machine translationRead the Arabic original
The Shaykh : He asks: What is the ruling if I exchange Saudi riyals for US dollars, and instead of receiving the dollars, I am given a promissory note to collect the amount from another country? The answer is that it is not permissible, because exchanging currency for currency requires immediate possession (qabd), and this note is a transfer, not possession. The evidence for this is that if this note were lost, your right would remain, whereas if it had been possession, you could not claim anything from anyone. This is Zafir al-Shahrani. Yes, he says a person was involved in an accident about six years ago, and a woman died in the second car. The fault was attributed to the owner of the second car to the extent of seventy-five percent, and the traffic department did not rule that the owner of the first car was at fault. Who is the owner of the first car?

The questioner : The second car ... .

The Shaykh : All right, if he was found to be twenty-five percent at fault, did they not rule that he was at fault?

The questioner : ... .

The Shaykh : How? Perhaps he should call me and describe the accident so we can see, all right, listen.

The questioner : ... .

The Shaykh : Have we not finished?

The Shaykh : Is the recitation after completing the chapter or after?

The questioner : There is nothing wrong with it. Come, Abd al-Rahman.

The questioner : In the name of Allah, the Most Gracious, the Most Merciful. He (may Allah have mercy on him) said: “And if he sold him a house on the condition that it is ten cubits, and it turned out to be more or less, the sale is valid, and the one who was unaware of the defect and whose purpose was frustrated has the option to rescind”.
