Is it permissible for a traveler to shorten the prayer if he has determined the duration of his stay?

Machine translationRead the Arabic original
The questioner : May Allah reward you, O Shaykh. If a traveler determines...

The Shaykh : If?

The questioner : If he determines the duration of his stay, does he shorten the prayer?

The Shaykh: No.

The questioner : Does he shorten it?

The Shaykh : He does not shorten it, he does not shorten it; he becomes a resident.

The questioner : If he determines the time, whether the determination is long or short, O Shaykh?

The Shaykh: Yes.

The questioner : Never. If he determines it, what does that mean?!

The Shaykh : This is if he determines it. If he determines it, he intends to reside. The duration is not considered:
Actions are only by intentions إنما الأعمال بالنيات
, and there are no specific days in the Shari'ah. Whether he covers a distance on earth and becomes a traveler or not, or he settles in a land and intends to reside there, there are no limited days. And the opposite is the opposite. If he stops in a land while traveling, and he has not settled and has not intended to reside, the distance may take months, or perhaps years. But the problem that is hidden from people is distinguishing when one is considered a traveler despite the passage of long days?! And when one is considered a resident, even though he intended short days?! The answer is: by observing the Qur'anic expression:
So whoever among you is ill or on a journey فَمَنْ كَانَ مِنْكُمْ مَرِيضًا أَوْ عَلَى سَفَرٍ
[Al-Baqarah 2:184]
. So the one who intends to reside: is not traveling. And the one who does not intend to reside is traveling. And this expression in other words, as the jurists say: The one who says, "I will travel tomorrow, if Allah wills, but it did not facilitate for him the day after tomorrow," and months pass, and perhaps years pass, this is as the Qur'an said.

The questioner : Traveling.

The Shaykh :
on a journey عَلَى سَفَرٍ
, whereas the one who is residing is a resident.

The questioner : What is the criterion for travel, O Shaykh? What is the criterion for travel, meaning from here to Al-Aqabah?

The Shaykh : It is not your turn.

The questioner : Who are these keys for?

Another questioner : These are for me.

The questioner : For you!

The Shaykh : Do not apologize to me; apologize to the one you wronged.

The questioner : By Allah, I thought the question was over, O Shaykh.

The Shaykh : Yes?

The questioner : Allah knows that I thought he had finished the question.

The Shaykh : My brother, do not apologize. Yes?
