It depends on what they have. If they have necessary needs, according to how they define them, as emergency leave, the 'Umrah is not a necessity. He must explicitly tell them, saying, "I will take the 'Umrah," and clarify. But if his intention is a need, then the 'Umrah is a need, a benefit.
Q: Most workers take leave in Ramadan, as if Ramadan is an excuse for laziness and such?
The Shaykh: No, so that they may devote themselves to worship; if his intention is good, Allah will help him.
