Answer:
It is recommended. Raising the hands is one of the causes for the acceptance of supplication, except in the places where the Prophet (peace and blessings be upon him) did not raise his hands, even though the causes for raising them were present. In such cases, one does not raise them. For example, between the two prostrations, one does not raise them because the Prophet (peace and blessings be upon him) did not raise them. Similarly, at the end of the prayer, before the closing salam, one does not raise them. Likewise, after the five obligatory prayers, one does not raise them because the Messenger (peace and blessings be upon him) did not raise them in them. This also applies to the Friday sermon, the sermon for seeking rain, and the festival sermon; one does not raise the hands unless one is seeking rain, in which case one does raise them.
As for the festival sermon and the Friday sermon, one does not raise the hands because the Messenger (peace and blessings be upon him) did not raise them, except when seeking rain, in which case one raises the hands. If one seeks rain in the Friday sermon or the festival sermon, it is recommended to raise the hands, just as the Prophet (peace and blessings be upon him) did.
