Answer:
I do not know the authenticity of the hadith from the Prophet (peace and blessings be upon him), and there is no need to interpret it. If it were authentic, the meaning would be that there is in the Qur'an what necessitates his blame and curse; because he recites the Qur'an while contradicting its commands or committing its prohibitions. So he is reciting the Book of Allah, and in the Book of Allah is what necessitates cursing him and cursing those like him; because they contradicted the commands and committed the prohibitions. This is the closest meaning if it is authentic from the Prophet (peace and blessings be upon him); but I do not know its authenticity from the Prophet (peace and blessings be upon him).
