Yes, wiping with paper and other clean solid substances, such as stones, wood, rags, and earth, is sufficient, excluding bones and dung, provided that it cleanses the area and is repeated three times or more. This serves as a substitute for water, based on numerous hadiths on the matter. Among them is the statement of the Prophet (peace and blessings be upon him):
When any of you goes to relieve himself, he should take with him three stones to cleans himself, for they will be enough for him.إذا ذهب أحدكم إلى الغائط فليذهب معه بثلاثة أحجار يستطيب بهن، فإنهن تجزي عنه
Sunan Abi Dawud 40Hasan (Al-Albani)
. It was narrated by Ahmad, Abu Dawud, and al-Nasa'i from the hadith of Aisha (may Allah be pleased with her). Al-Hafiz al-Daraqutni said: Its chain of narration is authentic. And from Khuzaymah ibn Thabit al-Ansari (may Allah be pleased with him) , who said: The Prophet (peace and blessings be upon him) was asked about cleaning oneself after relieving oneself, and he said:
with three stones which should be free from dungبثلاثة أحجار ليس فيها رجيع

Al-Daraqutni narrated it and said: Its chain of narration is authentic. And Muslim narrated in his Sahih from Salman al-Farisi (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) forbade cleaning oneself with fewer than three stones, and forbade cleaning oneself with dung or a bone. There are many hadiths in this meaning, and what we have mentioned is sufficient, if Allah wills.
