Question:
While leaving the house for the Fajr prayer, I constantly feel the discharge of pre-seminal fluid while walking. On some days, after leaving the mosque, if I touch the penis, I find pre-seminal fluid that has come out, despite being thorough in my ablution. This also constantly worries me, so I ask for a ruling on this matter.

Answer:
If the discharge of pre-seminal fluid is occasional, it should be treated by cleaning oneself from it when performing istinja' (cleaning oneself after relieving oneself), and sprinkling water around the private parts during ablution. You should attribute what may occur in your mind to this until you are certain of what has come out. As long as you have the slightest doubt, turn away from this, do not touch the underwear, and do not look at anything. However, if this is constant and continuous, this moisture is of the same kind as incontinence. You must perform ablution when the time for prayer enters and pray according to your condition if the pre-seminal fluid is continuous.
If it occurs occasionally when leaving the house, it is like urine or wind. If something comes out, the ablution is invalidated. If nothing comes out, praise be to Allah. As long as you have doubt, even a little, even one percent, do not pay attention to this matter, and attribute it to imagination and that it is not correct.
