This hadith, or rather these two hadiths, are regarding the ruling on a person in the state of ihram marrying and a woman in the state of ihram being married off. The Prophet (peace and blessings be upon him) said: meaning he does not marry. This includes both the woman and the man, so it is not permissible for a woman to be married off, and it is not permissible for a man to marry. This is because if a person marries while in the state of ihram, he is in one of two states: either he hastens and enters into his wife, and this leads to the invalidation of the ritual, and Allah the Exalted said: [Al-Baqarah 2:196] .
Or his heart remains attached to his wife, and this spoils his devotion to his ritual. For this reason, the Prophet (peace and blessings be upon him) prohibited it. The Prophet (ﷺ) married her when he was not in the state of Ihram.
