The Shaykh : A woman who is in the state of ihram, and a man comes wanting to propose to her from her father. We say: Do not propose to her while you are in the state of ihram.

The questioner : Yes, but where is the first suitor so that he does not propose to her?

The Shaykh : No. “He does not propose to her” means that the proposal is made to her. The proposal is made to her. It does not mean that there is a previous suitor who came to propose to her. No, the meaning is that he does not propose to her, and no one proposes to her, and a woman does not propose.
