The Shaykh : We say: First: verify the transmission. Second: distinguishing is not the same issue as exposure. Perhaps, if the transmission from 'Umar (may Allah be pleased with him) is authentic, he saw that the women would corrupt the women of the believers, so he saw that it is obligatory to distinguish them.
As for exposure, that is another matter. They may expose themselves, and it is a difference for her, for example, if she passes by her or sits with her.
