Q: And what is to be done if there are no Shari'ah courts?

A: If there are no Shari'ah courts, then it is only advice, advice to the rulers, guiding them to good, and cooperating with them until they rule by the law of Allah. As for the one who enforces good and forbids evil extending his hand to kill or strike, that is not permissible. Rather, he should cooperate with the rulers in the best manner until they rule by the law of Allah among the servants of Allah. Otherwise, his obligation is to give advice, his obligation is to guide to good, and his obligation is to forbid what is wrong in the best manner. This is his obligation. Allah the Exalted said:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16]. Because forbidding evil by hand through killing or striking leads to greater evil and greater corruption, without doubt or hesitation, for everyone who has investigated these matters and known them.
