Q: A questioner asks for an explanation of this hadith: The Messenger of Allah (peace and blessings be upon him) said:
I have been ordered (by Allah) to fight against the people until they testify that none has the right to be worshipped but Allah and that Muhammad is Allah's Messenger (ﷺ), and offer the prayers perfectly and give the obligatory charity, so if they perform that, then they save their lives and property from me except for Islamic laws and then their reckoning (accounts) will be done by Allah.أمرت أن أقاتل الناس حتى يشهدوا أن لا إله إلا الله وأن محمدًا رسول الله، ويقيموا الصلاة، ويؤتوا الزكاة، فإذا فعلوا ذلك عصموا مني دماءهم وأموالهم إلا بحق الإسلام وحسابهم على الله

A: This hadith is authentic. It was narrated by the two Shaykhs, al-Bukhari and Muslim, in the two Sahihs, from the hadith of Ibn 'Umar (may Allah be pleased with them both), who said: We heard the Messenger of Allah (peace and blessings be upon him) say:
I have been commanded to fight the people untilأمرت أن أقاتل الناس حتى...

. This hadith is to be understood according to its apparent meaning. If a person comes to the two testimonies, having not done so before, and establishes the prayer and pays the zakah, he is considered a Muslim whose blood and wealth are inviolable except by the right of Islam. That is, except for what Islam obligates upon him thereafter, such as if he commits unlawful sexual intercourse, in which case the hadd for zina is carried out against him: if he is a virgin, by flogging and exile; and if he is a married man, by stoning, which ends his life.
Likewise, the remaining matters of Islam are demanded of this person who has embraced Islam, testified to this testimony, established the prayer, and paid the zakah. He is held accountable for the rights of Islam, and his blood and wealth are protected, except if he commits one of the nullifiers of Islam or something that obligates a hadd upon him.
Similarly, his statement in the other hadith from Abu Hurayrah (may Allah be pleased with him) , in which the Prophet (peace and blessings be upon him) said:
I have been commanded to fight the people until they say: La ilaha illallah. If they say it, then their blood and wealth are protected from me, except for a right that is due from it, and their reckoning will be with Allah.أمرت أن أقاتل الناس حتى يقولوا لا إله إلا الله، فإذا قالوها عصموا مني دماءهم وأموالهم إلا بحقها وحسابهم على الله

. This hadith is like that hadith: whoever comes to tawhid (the oneness of Allah) and faith in the message has entered Islam. Then he is held accountable for the rights of Islam, being required to perform the prayer, pay the zakah, fast, perform Hajj, and so on. If he fulfills what Allah has obligated upon him, he is a true Muslim. If he refuses to do something, he is taken by the right of Allah in that matter, and he is compelled and forced to fulfill the rights of Allah that He has obligated upon His servants. This is the obligation upon everyone who enters the religion of Islam to adhere to the rights of Islam. If he does not adhere to them, he is taken by the right of Islam.
