The offering of the Messenger (peace and blessings be upon him) is undoubtedly voluntary, meaning that what he offered beyond one was voluntary. So where is the distinction that the Messenger (peace and blessings be upon him) intended one of the seven hundred to be obligatory and the rest voluntary? Furthermore, the fundamental principle among scholars is that a mere action does not indicate obligation. In any case, we have stated that the most cautious course is what? Adopting the opinion of the majority, whether we say that it is established by explicit text and that qiran is included in the tamattu' mentioned in His saying
whoever performs 'umrah [during the Hajj months] followed by Hajj فمن تمتع بالعمرة إلى الحج
