The Shaykh : Now, if a person does not find a cloak, the Prophet (peace and blessings be upon him) mentioned that if he does not find an izar (lower garment), he wears trousers. But if he does not find a cloak? He remains as he is, because it is permissible for a person to remain wearing only the izar among people, and it is permissible to remain wearing only the izar and pray. He is not in a state of necessity regarding the cloak. So if he says, "I cannot remain with my chest and back exposed; it causes me hardship that I cannot bear, or I fear illness if the days are cold," we say: then wear a shirt. If you cannot wrap it around you, wear it and pay the fidyah (expiation).
