It is reported in the narration of Sa'd that it is recited at the end of the prayer: "O Allah, I seek refuge in You from stinginess and cowardice..." to the end. As for supplications, when they are stated generally, a person may recite them whenever he wishes: in the morning, in the evening, during the day, at any time. What the Prophet (peace and blessings be upon him) stated generally is to be recited at any time.
