Question:
You said previously: being stingy with what is obligatory upon him is forbidden, and if it is not obligatory upon him, it is disliked. What does this mean?

Answer:
His being stingy with those upon whom he is obligated to spend is not permissible. So, his being stingy with those under his care, such as his children and his wife, and not providing them with their basic needs; this is not permissible. It is obligatory for him to spend on them what suffices them.
As for his spending on other people, that is recommended, and he is not obligated to do so except for zakah, which is obligatory.
Q: And what is the meaning of: disliked?
A: If he is stingy and he has abundance while people are in need, then it is disliked.
