There has certainly been for you in the Messenger of Allah an excellent pattern لَقَدْ كَانَ لَكُمْ فِي رَسُولِ اللَّهِ أُسْوَةٌ حَسَنَةٌ
[Al-Ahzab 33:21]
. The Messenger of Allah did not enter a forum of the disbelievers to develop them from there, but rather he connected with all people, and his concern was for the weak among people more than the great ones, because, as he said (peace be upon him) in the authentic hadith:
If ten of the Jews—meaning the leaders—had believed in me, all the Jews would have believed in me. لو آمَنَ بي عشر من اليهود - يعني الرؤوس - لَآمنت بي يهود كلُّها
; therefore, Allah (Mighty and Majestic) revealed guidance for him, His saying (Mighty and Majestic):
(2) Because there came to him the blind man, [interrupting]. (3) But what would make you perceive, [O Muhammad], that perhaps he might be purified (4) Or be reminded and the remembrance would benefit him? (5) As for he who thinks himself without need, (6) To him you give attention. عَبَسَ وَتَوَلَّى * أَنْ جَاءَهُ الْأَعْمَى * وَمَا يُدْرِيكَ لَعَلَّهُ يَزَّكَّى * أَوْ يَذَّكَّرُ فَتَنْفَعَهُ الذِّكْرَى * أَمَّا مَنِ اسْتَغْنَى * فَأَنْتَ لَهُ تَصَدَّى
['Abasa 80:2-6]

The Shaykh : Whether all of them, and I want to say whether they are Salafis or Muslim Brothers or the Liberation Party or others whom we know or do not know, that they stay away from entering the parliaments that are based on shirk (associating partners with Allah) and kufr (disbelief) in Allah, because these constitutions and these laws, every one of us Muslims knows that they were not established upon the Book of Allah or the Sunnah of the Messenger of Allah. Beginning reform from the top contradicts the guidance of the Messenger (peace be upon him); rather, we begin by laying the fundamental foundation. And so we know every caller, including our brother 'Abd al-Rahman 'Abd al-Khaliq... he started to support entering... A person from your side came to me, and I will not name him, but we are close to him. I asked him about this matter. I said to him: You probably know that some Palestinian Muslims entered the Jewish parliament called the Knesset, is that not so?

The questioner: Yes.

The Shaykh : I asked him a clear question, and yet I was very sorry that some of our strong brothers in Da'wah would reach the point of doubting the sun when it is shining in the fourth hour of the day. That is the example. I said to him: What is your opinion? Can these Muslims who are members of the Jewish parliament change the system of the Jewish parliament? He started to think that he was right that the disbeliever’s parliament could be reformed by the way of Muslims entering it, even though their number is small! I said: What is wrong with you, so-and-so? Do you not know that he may become a Jew before the Jewish parliament becomes Muslim?

The questioner: Allahu Akbar.

The Shaykh : Yes, and thus the examples repeat and multiply exactly. Therefore, reform is achieved by the way of spreading the Da'wah and singing about it, and as I said about twenty years ago: purification and education. And I say, with regret: Do you have news of the fitnah (trial) in Algeria? How twenty million Muslims... If it were possible for you to sit with me tonight from nine to eleven and hear the questions from Algeria regarding matters, some of which are great and some of which are ordinary, etc.

The questioner : If it were possible for us, Shaykh, we would come to the house. This is an invitation from you, our Shaykh.

The Shaykh : No, I say, I have no objection, as long as I am in the session here only for listening, not for asking questions.

The questioner: Yes.

The Shaykh : I say you will hear many questions from there, because they do not have scholars. And a group of them came during the time of the Gulf fitnah... A group of Algerian youth came, more than... I said to them: How many of you are there? They said: About 25 million. I said to them: How many doctors do you need? Are ten doctors enough to treat your illnesses? They said: No, a hundred? They said: No. They need thousands of various specialties. How many scholars do you have? They said: We have no scholars. I said: O people, you want to establish the Muslim state and you have no scholars? How can the Muslim state be established on no knowledge?! Therefore, I insist, it is obligatory to have purification and education. And on that basis, the Muslim state can be established. So I hope that our brother 'Abd al-Rahman returns to his first commitment to focus on purification and education. As for allowing, or rather commanding with all enthusiasm, that some of the youth with him enter the parliament, this is not reform. And it is sufficient that this path is not the path of the Messenger (peace be upon him), whom we were commanded to follow in both goal and means. The Messenger (peace and blessings be upon him), when he first began the Da'wah, did he fight zina (unlawful sexual intercourse)? Did he fight khamr (intoxicants)? Did he fight riba (usury or interest)? And they were dealing in the riba known in the Shari'ah as riba al-nasi'ah (usury of deferment). He did none of that...
Worship Allah and avoid Taghut أَنِ اعْبُدُوا اللَّهَ وَاجْتَنِبُوا الطَّاغُوتَ
[An-Nahl 16:36]
. Now, the Kuwaiti people, without doubt, have Muslim youth, and this means the credit returns, after Allah (Mighty and Majestic), to our brother... a white spot on the skin of the black bull... perseverance in Da'wah, education and teaching. This is what we advise. And perhaps on another occasion we will see you, and may you be well.

The Shaykh : And with this amount, it is sufficient, and praise be to Allah, Lord of the worlds. Especially since our brother came and finished his tea.
