(2) Because there came to him the blind man, [interrupting]. (3) But what would make you perceive, [O Muhammad], that perhaps he might be purified (4) Or be reminded and the remembrance would benefit him? (5) As for he who thinks himself without need, (6) To him you give attention. عَبَسَ وَتَوَلَّى * أَنْ جَاءَهُ الْأَعْمَى * وَمَا يُدْرِيكَ لَعَلَّهُ يَزَّكَّى * أَوْ يَذَّكَّرُ فَتَنْفَعَهُ الذِّكْرَى * أَمَّا مَنِ اسْتَغْنَى * فَأَنْتَ لَهُ تَصَدَّى
['Abasa 80:2-6]

So beginning reform from the top contradicts the guidance of the Messenger (peace and blessings be upon him), and rather we begin by laying the basic foundation. And thus we know every da'iyah, and among them our brother 'Abd al-Rahman 'Abd al-Khaliq, began to support entering parliament... A person from your side came to me, and I will not name him, but we are close to him. I asked him about this matter: I said to him: "You probably know that some Palestinian Muslims entered the Jewish parliament, which is called what? The Knesset, is that not so?"

The Shaykh: I asked him a clear question, and yet I was very sorry that some of our strong brothers in da'wah would reach the point of doubt, doubt in the sun while it is shining in the fourth hour of the day. That is the example. I said to him, "What is your opinion? Can these Muslims who are members of the Jewish parliament change the system of the Jewish parliament?" So he sat and thought that he was right that the disbeliever's parliament could be reformed by the way of Muslims entering it, who are few in number. I said, "What is wrong with you, so-and-so? Do you not know that he may become a Jew before the Jewish parliament becomes Muslim?"

The Shaykh: And thus the examples repeat and multiply completely. Therefore, reform is achieved by the way of spreading the da'wah and singing about it.
