Answer:
Even if so, the manakh is from the public treasury. Among the Muhajireen and the Ansar were wealthy people, and 'Umar ibn al-Khattab assigned them a customary annual stipend. So it is according to what the state approves: if it sees fit to cut it off, it cuts it off; and if it sees fit to give it to those who come after him, if his successors are orphans or poor people, or to cut it off, then this is left to the state.
