After this, a message was sent by the listener: Hamid Musa Ali, asking for the exegesis of the saying of the Truthful One (Blessed and Exalted is He):
There is no blame upon you for entering houses not inhabited in which there is convenience for youلَيْسَ عَلَيْكُمْ جُنَاحٌ أَنْ تَدْخُلُوا بُيُوتًا غَيْرَ مَسْكُونَةٍ فِيهَا مَتَاعٌ لَكُمْ
[Surat al-Nur: 29]. Is the intention only entering, or entering and staying? May Allah reward you with good.

Answer:
This is the text of the verse: there is no blame on them for entering to take their belongings, if there are belongings for them in it: a car he takes, furniture he takes, there is no harm; because this is something that does not affect the residence, he empties it for his family.
As for staying in it, this requires detail: if it is permitted for people to reside in it; then there is no harm in residing in it, its owner becomes one seeking reward, like dwellings that are endowed for the passerby.
But if the owner of the residence did not permit it for people, and did not make it a way for people, but left his residence due to an impediment from the impediments; then one does not reside in it except with his permission, but if there are belongings for you in it, you enter to take them, there is no harm, you take your belongings from a car, or a mattress, or otherwise, and as for residing in it, permission is necessary, unless it has been prepared for the need of people, and its owner has volunteered it for the need of people as an endowment; then there is no harm. Yes.
