Your Eminence! Many Muslims toil and come to the Holy Lands to perform 'Umrah, or to perform Hajj, but they do not prepare to learn the rulings before departing from their places. Do you advise anything regarding this?

Answer:
Yes, it is obligatory for the believer who intends to perform Hajj and 'Umrah to ask the scholars in his country, or on his way, asking the well-known scholars famous for knowledge and virtue what he should do. If there is a ritual guide that he knows to be good, and that it is from the guides of the scholars, he should benefit from it. We have written a concise guide on this, which we named: Al-Tahqiq wa al-Iydhah li-Kathir min Mas'al al-Hajj wa al-'Umrah wa al-Ziyarah 'ala Dhaw' al-Kitab wa al-Sunnah (Verification and Clarification of Many Issues of Hajj, 'Umrah, and Visitation in Light of the Book and the Sunnah). It is available in print in Arabic and other languages, and one can benefit from it in this regard. Likewise, the good guides authored by scholars can be benefited from.
The point is: it is upon the one who intends to perform Hajj and 'Umrah and does not have knowledge to ask the scholars, so that he has, meaning, a body of knowledge from which he can benefit in his Hajj and 'Umrah before traveling. And when he arrives in Makkah, likewise, he asks the scholars and goes to the Hajj Awareness Center affiliated with us, where he takes a ritual guide from them to benefit from. He asks the preachers there about whatever is difficult for him. Praise be to Allah, they are present in Makkah during the time of Hajj, and they are many groups for da'wah. He can go to the Awareness Center in al-'Aziziyah, or in Mina, or in 'Arafah and ask them. He should go to them and ask them about whatever is difficult for him, and request the ritual guide as well so that it is given to him and he benefits from it. We ask Allah for guidance for everyone.
