Question: Is Hajj valid for a person who has a debt, and likewise 'Umrah? And is 'Umrah valid before Hajj, or must Hajj come first? Please inform us of this, and may Allah reward you.

Answer: As for the one who has a debt, this varies according to his circumstances. If the one who has a debt does not have what is sufficient for Hajj and for paying off the debt, then he must prioritize paying off the debt, and it is not permissible for him to perform Hajj unless the creditor gives him permission to do so.
As for if he does not give permission, and the debtor does not have enough to cover both the debt and Hajj, then he must prioritize paying the debt over Hajj. In this case, Hajj is not obligatory upon him, because Hajj is only obligatory upon the one who is able, and this person is not able.
As for if there is sufficiency in his wealth, enough for both the debt and Hajj, then there is no harm in his performing Hajj, but he must secure the debt, meaning he must provide what will pay it off, and ensure from his wealth what will pay it off. And Allah the Exalted knows best.

And as for his question: Is it permissible to perform 'Umrah before Hajj, or must Hajj be performed first?

Answer: There is no obstacle to performing 'Umrah before Hajj. One may perform 'Umrah before Hajj, either as an 'Umrah of tamattu' leading to Hajj, or as an 'Umrah performed at any time of the year. There is no obstacle to 'Umrah being before Hajj.
