Question:
What is the ruling on reciting the Qur'an, especially Surat al-Fatihah and Ya Sin, for the souls of the deceased? This action is not permissible. Hiring someone to recite the Qur'an for the deceased is not permissible. The one who recites for a wage has no reward to offer to the deceased, because he did not recite for the sake of Allah; he did not recite except for the wage. So he has no reward to offer.
Furthermore, the Sunnah is not to offer the recitation to the deceased, neither from you nor from anyone else, because there is no evidence for it. It is not recorded that the Prophet (peace and blessings be upon him) or the Companions used to do that.
However, some scholars saw the permissibility of doing so without hiring for a wage, but rather as a voluntary act. If one volunteers and recites and offers it to his deceased, or to a living person, some scholars mentioned that it is permissible and there is no blame in it. They analogized it to charity and supplication. But the apparent indication of the Islamic evidence is that it is not recommended, and that there is a fear that it is a religious innovation due to the lack of evidence for it. So it is better for the believer, and safer for him, not to do that. Rather, he should be good to his deceased by supplicating for them, giving charity on their behalf, and performing Hajj or 'Umrah on their behalf. There is nothing wrong with that; it is all prescribed.
As for reciting and offering it to them, or glorifying Allah and offering it to them, there is no evidence for that. So it is better for the believer to leave that, due to the saying of the Prophet (peace and blessings be upon him):
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملًا ليس عليه أمرنا؛ فهو رد

As for hiring someone to recite, no, it is not permissible. Because if he recites for a wage, he has no reward. So how can he offer it? He has nothing to offer.
The scholars have agreed on the prohibition of taking a wage for reciting the Qur'an. Abu al-Abbas Ibn Taymiyyah (may Allah have mercy on him) mentioned this and said: There is no dispute among the scholars regarding the prohibition of taking a wage for reciting the Qur'an.
So it is obligatory to be cautious of this action. May Allah guide them all.
