Shaf' is that one prays two rak'ahs, and witr is that one prays one, or three, or five, or seven; all of these are called witr. Shaf' is that one prays two, and the two are called shaf', and the four are called shaf', and the six are called shaf'. However, the Sunnah is to say the taslim after every two, and it is not permissible for him to combine the four, six, or eight with a single taslim, but he should say the taslim after every two; due to the saying of the Prophet (peace and blessings be upon him):
The night prayer is (to be offered) two by two.صلاة الليل مثنى مثنى

Its meaning is: you pray two by two. But if he recites three as witr, or five as witr; there is no harm, this is an exception. And likewise in the daytime, he prays two by two, and in the other narration:
