From Abha, one of the listening sisters, who indicated her name with the letters (A. A. M), says: How does a woman perform tawaf among the men? Does she cover her face or uncover it? May Allah reward you with good.
Answer: It is prescribed for a woman, and it is obligatory upon her, to observe hijab during both tawaf and sa'y, in the markets, and in every place. She must be covered and wearing hijab in the presence of a non-mahram, whether in her village, in her home, during tawaf, during sa'y, at 'Arafah, or in any other place. Allah (Exalted and Majestic is He) said in His great Book:
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab: 53]. This is the purest state for the hearts of everyone, men and women. The Prophet (peace and blessings be upon him) said: :
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abusedيَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلابِيبِهِنَّ ذَلِكَ أَدْنَى أَنْ يُعْرَفْنَ فَلا يُؤْذَيْنَ
[Al-Ahzab: 59]. He (Glorified and Exalted is He) said regarding the believing women:
except to their husbands, their fathers, their husbands' fathers, their sons, their husbands' sonsوَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ أَوْ أَبْنَائِهِنَّ أَوْ أَبْنَاءِ بُعُولَتِهِنَّ
[An-Nur: 31], the verse. Therefore, she is not permitted to display her adornment except to her husband and her mahram. The face is among the greatest of adornments, and so is the rest of the body, and so is the head. Thus, it is obligatory for a woman to observe hijab and cover herself from anyone who is not her mahram. Those who perform tawaf with her are not her mahrams, and so are those who perform sa'y with her, and so are those in the markets, and so are her husband's brother, her sister's husband, and the like. All of these are not mahrams. Therefore, what is expected and obligatory is covering and hijab. However, in the state of ihram, she does not wear a niqab and does not wear gloves. She covers herself by other means. She covers her face with the khimar, the jilbab that she places on her head and throws over her face. She covers her hands without gloves, using the jilbab, the abaya, or other means. Just as the man covers his body with the izār and the rida' and not with a shirt, but with the izār and the rida'. Allah has prescribed for the man in ihram an izār and a rida', and he is prohibited from wearing a shirt and trousers. He is commanded to uncover his head. So the man covers himself with the rida' and the izār. If he does not have an izār, it is permissible for him to wear trousers. He does not cover his head. The person in ihram does not wear a shirt, a turban, trousers, overcoats, or leather socks, except for one who is unable to wear sandals, who wears leather socks out of necessity. Similarly, one who is unable to wear an izār wears trousers. Similarly, the woman covers her face without a niqab, covers her hands without gloves, covers them with the jilbab and the abaya, and covers her face with the khimar, not the niqab.
The niqab is something made for the face, with openings for the eyes. So the woman in ihram does not wear it, because it is made for the face. But she wears a khimar on her head, covering her head, and lets it fall over her face. As came in the hadith from Aisha and Umm Salama:
That the women were with the Prophet (peace and blessings be upon him) in the Farewell Pilgrimage, and whenever the men came near them, the woman would let her khimar fall over her head, and when they moved away, she would uncover itأن النساء كن مع النبي ﷺ في حجة الوداع، فكان إذا دنا منهن الرجال سدلت المرأة خمارها على رأسها وإذا بعدوا كشفت
So the niqab is the only thing prohibited, along with the gloves. But covering the hands with gloves and covering the face with other than the niqab is what is obligatory in the state of ihram for 'Umrah or Hajj. Yes.
