The ruling on the zakah of debts owed by those who are unable to pay or those who delay payment

Question:
The questioner: (A. A. A) says: If I have a debt with people that has been outstanding for several years, some of whom are delaying payment, some of whom are unable to pay due to their circumstances, and some of whom are poor, and I was not certain of receiving these debts, is there zakah on them? Knowing that several years have passed, I ask the Shaykh for an answer.

Answer:
There is no zakah on it if it is owed by those who delay payment, or by poor people who are unable to pay; because zakah is a means of support, and this money is not in his hand, so how can he provide support for it? This is the correct opinion among the scholars: that there is no zakah on money in the liability of those who are unable to pay or those who delay payment until its owner receives it. If its owner receives it, he pays zakah on it if a lunar year has passed.
