Question:
After this, there is a message from a male or female listener who preferred not to have their name mentioned. The important thing is that the message contained five questions:
In one of them, he says: The phenomenon of begging is widespread in many countries. What is the ruling on refraining from giving charity to those beggars, because we do not know whether they are truly in need or whether they are fraudsters? And since it has been established that many of them are not in need, but have made begging their occupation, what is obligatory toward them? May Allah reward you with good.

Answer:
The Sunnah is to give them charity. If you do not know their circumstances, the Sunnah is to give them charity, or if you know that they are poor. This is based on the saying of Allah, the Exalted, in His praise of the believing, God-fearing:
And from their properties was [given] the right of the [needy] petitioner and the deprived.وَفِي أَمْوَالِهِمْ حَقٌّ لِلسَّائِلِ وَالْمَحْرُومِ
[Surat al-Dhariyat: 19]. And in the other verse:
a known right (25) For the petitioner and the deprived -حَقٌّ مَعْلُومٌ ۝ لِلسَّائِلِ وَالْمَحْرُومِ
[Surat al-Ma'arij: 24-25]. So He praised them for giving to the one who asks. The deprived one is the poor person. This is the Sunnah: if you know that he is poor, you give to him, or if you do not know his condition.
As for if you know that he is rich, then you advise him, warn him, and make it clear to him that this is not permissible. The one who asks is of three categories: one you know is rich, who is not given to, but is warned and taught; one whose condition you do not know, who is given to; and one who is known to be poor, who is given to. Yes.
