Yes, one who is exposed to begging is given. Allah the Exalted said: [Al-Ma'arij: 24] So whoever asks is given, and likewise the deprived one, who is the poor person, is given. So if a person passes by a group of people who are begging from people and raising their hands, it is prescribed to give them what is easy of charity. The Prophet (peace and blessings be upon him) said: Sahih Muslim 1016c.
And if the one who gives charity wants to give his charity on behalf of his father or his mother or so-and-so, it is for him to have that intention. So charity is permissible to be done on behalf of the deceased, and it reaches them and benefits them, as the Prophet (peace and blessings be upon him) said:Riyad as-Salihin 1383. وَالَّذِينَ فِي أَمْوَالِهِمْ حَقٌّ مَعْلُومٌProtect yourselves against Fire even if it is with half a date, and he who does not find it, (he should do so) with pleasant words.
اتقوا النار ولو بشق تمرة، فمن لمن يجد فبكلمة طيبةAnd if the one who gives charity wants to give his charity on behalf of his father or his mother or so-and-so, it is for him to have that intention.
