Question:
Regarding how to wipe over socks and leather boots, and whether one can perform multiple prayers with them, or not, like dry ablution?

Answer:
One may perform many prayers with the socks during the period the Lawgiver has granted, which is one day and one night for a resident, and three days and their nights for a traveler, starting from the first wipe that occurs after the state of ritual impurity that follows putting them on.
As for dry ablution, there is a well-known scholarly disagreement regarding it, and the correct opinion among the scholars is that it removes the state of ritual impurity just as purification with water does, and one may perform many prayers with it, just as one performs prayers with water, as long as one does not become ritually impure again or find water; based on the saying of Allah the Exalted:
But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it. Allah does not intend to make difficulty for you, but He intends to purify you and complete His favor upon you that you may be grateful.وَإِنْ كُنْتُمْ مَرْضَى أَوْ عَلَى سَفَرٍ أَوْ جَاءَ أَحَدٌ مِنْكُمْ مِنَ الْغَائِطِ أَوْ لَامَسْتُمُ النِّسَاءَ فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا فَامْسَحُوا بِوُجُوهِكُمْ وَأَيْدِيكُمْ مِنْهُ مَا يُرِيدُ اللَّهُ لِيَجْعَلَ عَلَيْكُمْ مِنْ حَرَجٍ وَلَكِنْ يُرِيدُ لِيُطَهِّرَكُمْ وَلِيُتِمَّ نِعْمَتَهُ عَلَيْكُمْ لَعَلَّكُمْ تَشْكُرُونَ
[Surat al-Ma'idah: 6].

This indicates that it is a purifier like water. The aforementioned verse also indicates that one who lacks water is sufficient with dry ablution, whether his state of ritual impurity is minor, which necessitates ablution, or major, which necessitates the full ritual bath. It also indicates that the method of dry ablution for both is the same, which is: wiping the face and hands with clean earth. The indication is that His saying (peace and blessings be upon him) :
or one of you comes from the place of relieving himselfأَوْ جَاءَ أَحَدٌ مِنْكُمْ مِنَ الْغَائِطِ
[Surat al-Nisa: 43] refers to the minor state of ritual impurity, and His saying:
or you have contacted womenأَوْ لَامَسْتُمُ النِّسَاءَ
[Surat al-Nisa: 43] refers to the major state of ritual impurity; because touching is an euphemism for intercourse in the most correct of the scholars' opinions, as stated by Ibn 'Abbas (may Allah be pleased with him and his father) and a group of scholars of Qur'anic exegesis.
As for the one who interpreted that as touching the hand and used it as evidence that touching a woman invalidates ablution, his statement is weak due to many pieces of evidence, which is not the place to mention them here; because the purpose here is brevity and conciseness, and pointing to the most correct opinion in the two authentic collections from Jabir (may Allah be pleased with him) who said: The Messenger of Allah (peace and blessings be upon him) said:
I was granted five things that were not granted to anyone before me: I was supported by terror over a distance of a month's journey, and the earth was made for me a mosque and a place of purification, so whenever a man from my community is overtaken by prayer, let him pray. War spoils were made lawful for me and were not made lawful for anyone before me, and I was granted intercession. The prophets were sent to their specific communities, but I was sent to all people generally.أعطيت خمسًا لم يعطهن أحد قبلي: نصرت بالرعب مسيرة شهر، وجعلت لي الأرض مسجدًا وطهورًا، فأيما رجل من أمتي أدركته الصلاة فليصل، وأحلت لي الغنائم ولم تحل لأحد قبلي، وأعطيت الشفاعة، وكان النبي يبعث إلى قومه خاصة وبعثت إلى الناس عامة
