Question:
About half an hour before the adhan for the Friday prayer, the reciter comes and sits in front of the congregation and reads whatever Allah wills. Usually, the recitation is not from Surat al-Kahf. Most of the people in the mosque are in a state of idleness and restlessness, especially if the reciter’s voice is not pleasant. This is in addition to the talking and whispering during the recitation. If the reciter has a pleasant voice, he still occupies the attention of the worshippers, and the recitation is accompanied by talking and excitement. This is either due to being moved by the recitation because of the voice, or out of love for the reciter, or to encourage him. In all these cases, the worshippers are occupied. This also applies to those who sit silently, conversing with their Lord.

Answer:
It is prescribed for the believer to recite in a manner that benefits him and does not occupy the worshippers or the reciters, while he remains in his place in the row. As for reciting aloud in a way that occupies the worshippers or the reciters, the least of its rulings is that it is disliked. It is established that he (peace and blessings be upon him) came out one night and saw people praying in the mosque, so he said:
do not say the Qur'an out loud so that others hear itلا يجهر بعضكم على بعض كلكم يناجي الله
Muwatta Malik 3:30
, or something to that effect. And success is from Allah.
