The Ruling on Disturbing Others by Reciting the Qur'an

Machine translationRead the Arabic original
Q: What is common here in the Kingdom in prayer is the failure to close the gaps between the worshippers in their rows, this in addition to the raising of voices in the mosque by reciting the Qur'an. So what is the meaning of the saying of the Messenger of Allah (peace and blessings be upon him):
Let none of you recite over the recitation of his brotherلا يقرأ أحدكم على قراءة أخيه
? Please correct these two matters, may Allah reward you with good.

A: Failing to close the gaps is not permissible; rather, it is obligatory to close them in obedience to the command of the Prophet (peace and blessings be upon him) when he said:
Close the gaps and align yourselves in the rowsسدوا الفرج وتراصوا في الصف
.
It is prescribed for one who sees that to advise his brothers and order them to close the gaps, and the imams should order the congregation to do so, following the example of the Prophet (peace and blessings be upon him) and executing his command (peace and blessings be upon him) regarding that.
As for reciting aloud by those waiting for the prayer, that is not appropriate. Rather, it is prescribed for the believer to recite in a low voice so as not to disturb the worshippers around him, and to recite in the row. This is because the Prophet (peace and blessings be upon him) went out to the mosque one night, and there were groups of worshippers in it, so he said to them:
Each of you is conversing with Allah, so let none of you raise his voice over anotherكلكم يناجي الله فلا يجهر بعضكم على بعض
As-Sunan al-Kubra lil-Nasa'i 14:26
