I refer to your inquiry, registered with the Department of Scholarly Research and Ifta under number 760 and dated 24/2/1407 AH, in which you ask about a number of questions.
Answer:
I inform you that the amounts you receive from the Ministry of Hajj and Endowments for the benefit of the mosque must be spent on what they were allocated for. Any surplus should be kept aside to be spent on things the mosque will need in the future, or returned to the entity that allocated it to you. You must not benefit from it for yourself.
As for hanging electric lights or lamps in the mosques, it does not affect the prayer of the worshippers if they are placed for the purpose of illumination, as you mentioned.
As for directing the slaughtered animals, whether they are livestock or birds, toward the qiblah at the time of slaughter, it is a recommended practice (sunnah), and not obligatory.
