Question:
Some of the congregation in our mosque are missing the Fajr prayer. I have advised them several times. Should I report them to the Committee after that, or should I continue advising them?

Answer:
We advise you to continue advising and visiting those who are missing it, along with any of the specialized callers or members of the congregation who are available to accompany you, to advise them and explain to them the greatest danger they face in missing the congregational prayer, and that this is one of the characteristics of the people of hypocrisy, so that perhaps they may respond and be guided. It is authentic from the Messenger of Allah (peace and blessings be upon him) that he said:
The most burdensome prayers for the hypocrites are the 'Isha' prayer and the Fajr prayer. If only they knew what (reward) there is in them, they would come to them even if they had to crawl.أثقل الصلاة على المنافقين صلاة العشاء وصلاة الفجر ولو يعلمون ما فيهما لأتوهما ولو حبوا

Whoever hears the call for prayer and and does not come (to the mosque for prayer), his prayer will not be accepted from him, unless he has a (legitimate) excuse.من سمع النداء فلم يأت فلا صلاة له إلا من عذر

. A blind man who had no guide to accompany him asked him for permission to pray in his home, and he (peace and blessings be upon him) said to him:
I do not find any permission for you.لا أجد لك رخصة

And Abdullah ibn Mas'ud (may Allah be pleased with him) , who was one of the Companions of the Prophet (peace and blessings be upon him) and one of their great ones, said: "I have seen us, and none of us missed it except a known hypocrite whose hypocrisy was known," meaning the congregational prayer.
It is obligatory for every Muslim to maintain it in congregation and to beware of missing it. It is obligatory for the imams of the mosques to advise those who are missing it, remind them, and warn them of the anger of Allah and His punishment. If the advice does not benefit, it is obligatory to report the matter of those who are missing it to the Committee center in the neighborhood of the mosque, so that they may do what is required in this matter according to the instructions they have. And we ask Allah to guide all Muslims to what is in their well-being and their salvation from the anger of Allah and His punishment.
