The answer: The one who does not pray Fajr in congregation is a sinner, and the one who shaves his beard is a sinner, and so is the smoker and the drinker of alcohol; they are all sinners. Therefore, it is not befitting for them to be imams for the Muslims. It is befitting for the rulers not to appoint them as imams. However, if a person is afflicted by them and prays behind them, his prayer is valid. If a person is afflicted by them and prays behind them, his prayer is valid, just as Ibn 'Umar and others of the Companions prayed behind al-Hajjaj ibn Yusuf, who was among the most unjust of people, a shedder of blood; because he is a Muslim and he only has sins.
