Your Eminence, we received a letter from Muhammad Ali Abdullah from Sudan. Muhammad says in it: My question is, does water suffice in place of stones when one washes thoroughly, or is it necessary to use stones? If there is anything we are unaware of regarding this matter, we ask for your guidance. We offer you our sincere thanks, and may Allah guide you.
Answer: In the name of Allah, the Most Merciful, the Bestower of Mercy. Praise be to Allah, and may Allah send prayers and peace upon the Messenger of Allah, and upon his family and his Companions, and upon whoever follows his guidance.
As for the answer: Water suffices in place of stones according to all scholars. It is established that the Prophet (peace and blessings be upon him) used to clean himself with water, and this indicates that it suffices. Stones alone also suffice, if one uses stones, or wood, or clean, pure, rough tissues to remove the impurity, and wipes with them three times or more, then it is sufficient, as the Sunnah of the Prophet (peace and blessings be upon him) states. If one wipes away the impurity from excrement or urine with stones, or wood, or clean, pure rags three times or more until the place is completely purified, then it suffices in place of water. If one combines both, cleaning with stones or wood and then cleaning with water, that is more complete and purer. If the water is unknown, the original state is purity, as the Prophet (peace and blessings be upon him) said:
Verily water is pure and is not defiled by anything.إن الماء طهور لا ينجسه شيء

The original state is purity, until you know that it is impure. Yes.
