Answer: This is serious. It is obligatory for the Ministry of Higher Education and for every entity that sends students to take care of them by sending someone to remind them of Allah, preach to them, monitor their behavior, and look after them; to protect them, their creed, and their morals. This is obligatory for the Ministry of Defense, the National Guard, the Ministry of Higher Education, and every entity that sends students. They must take care of them with people of good and guidance from among the scholars who remind them, advise them, and direct them to good. They should observe their behavior and actions so that they guide them to what is obligatory, warn them against what is not permissible, and keep advising and directing them. Allah, Glorified and Exalted is He, will question those who sent these students, asking them about their work and what they neglected. So my advice to all entities, from the Defense, the National Guard, the Ministry of Interior, and others, my advice to everyone is to observe these students, and to send with them someone who observes them, advises them, directs them, and monitors their conditions and actions, so that they help them in good, help them in leaving evil, and monitor what should be monitored from them so that they do not fall into falsehood. Although sending them abroad involves great danger, and the obligation is not to send them at all, but rather to have them study domestically. Every subject that is not available domestically must be available in our universities; because, with the praise of Allah, we have the capacity, and money brings men. So it is obligatory for the state and all responsible entities to concern themselves with this matter. They must not send anyone there except in cases of extreme necessity when there is no one to do so in the domestic universities. And if sending them is absolutely necessary, the obligation is to send with them people of knowledge, trustworthiness, and insight who monitor their conditions, advise them, remind them, and serve as their authority in those lands; so that this may be among the causes of their safety and rectitude, and that they return as they left or better. This is all in cases of extreme necessity. Otherwise, the obligation is not to send them, and that their education for every subject and every thing be in the domestic universities. And they should bring to them the teachers they need, even if the expense is high in this, for expenses in the path of education are multiplied in what benefits the Muslims. And I ask Allah to guide the responsible ones to what pleases Him and to what ensures the safety of our student sons from what harms their morals and creed. Indeed, He, Exalted and Majestic is He, is Generous and Bountiful.
