Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, upon his family and his Companions, and upon those who follow his guidance.
After that: It is obligatory for you and for others to guide them, teach them, and warn them against this. You say to them: O people of Allah... O so-and-so! This is not permissible. It is obligatory for you to veil yourselves from non-mahrams. If you are uncovering yourselves to non-mahrams from the men of the tribes, it is upon their guardians to teach them that this is not permissible. Allah has commanded hijab, as in His saying, the Exalted: [Al-Ahzab: 53]. So hijab is purification for the hearts of everyone, men and women, and it keeps them all away from what Allah has forbidden.
So it is upon you to lower your gaze, to declare what is wrong to be wrong, and to teach as many of the women of your people as you can. Likewise, those men of the tribe who hear this statement of mine, it is upon them to cooperate in what is right and refrain from what is wrong, and to strive to prevent their women from uncovering and exposing themselves to non-mahrams. This is obligatory for everyone in the context of cooperating in righteousness and piety. Silence regarding this is in the context of cooperating in sin and transgression. So it is obligatory for the men of the tribe in this area, in this region, to cooperate in righteousness and piety, and to teach their women to veil themselves from non-mahrams, and to rebuke those who are lax in this, until the benefit is widespread and this wrong decreases.
