Answer: The Sunnah in Fajr is lengthening. The Prophet (peace and blessings be upon him) used to lengthen it, so it is the longest of the prayers, ... the Fajr prayer. He used to recite in it from sixty to one hundred verses, as Jabir reported, and reports came from him and a group of the Companions (may Allah be pleased with them and grant them satisfaction). All of them reported that he used to lengthen the Fajr prayer and recite in it from sixty to one hundred verses. So the Sunnah in it is lengthening and not shortening. This is the Sunnah in the Fajr prayer, except if an obstacle arises that necessitates easing, such as an illness that befalls the congregation, or an incident that requires easing, then there is no harm. Otherwise, the principle in it is lengthening in its recitation, bowing, and prostration, as the Prophet (peace and blessings be upon him) did. Yes.
