Answer: Repeating the Zuhr prayer after the Friday prayer is an innovation that did not exist in the time of the Companions of the Prophet (peace and blessings be upon him) nor in the time of those who followed them in excellence. The Friday prayer suffices for the Zuhr prayer, and it is an obligatory prayer for its time, so it is not permissible to combine them. Allah has made obligatory upon us five prayers on Friday and on days other than Friday. On Friday, there are five: Fajr, Jumu'ah, Maghrib, and Isha'. These are five. Fajr, Jumu'ah, Asr, Maghrib, and Isha' are five obligatory prayers. If one prays Zuhr after Jumu'ah, he has added a sixth, so there is no basis for that; it is a religious innovation. We hope that those among the scholars who engage in this will reconsider and examine the evidence. When they reconsider, may Allah guide them to insight in this matter. Some scholars say: It is necessary to have only one Friday prayer in the city and there is no need for multiple Friday prayers. This is a wrong opinion; because cities differ, and not every city is sufficient with one Friday prayer. In some cities, the distances between their outskirts are long, and the mosque cannot accommodate the people around it or those far from it, and they cannot come to it. For this reason, the scholars (may Allah have mercy on them) decided to establish Friday prayers in one country. When the country expands, its outskirts are far apart, and its population increases, there is a Friday prayer in every neighborhood that suffices its people. This is the obligatory thing and what has been established among the scholars. If the causes exist, such as distance, or the narrowness of the mosque, or the country has two or more tribes with enmity between them such that they cannot gather in one mosque for fear that fitnah will occur between them, a mosque is assigned to each tribe exclusively to prevent fitnah.
