Yes, celebrating birthdays is a religious innovation (bid'ah); it is not permissible to celebrate birthdays, whether the birthday of the Prophet (peace and blessings be upon him) or anyone else's; because the Messenger said:
Avoid novelties, for every novelty is an innovation, and every innovation is an error.إياكم ومحدثات الأمور؛ فإن كل محدثة بدعة، وكل بدعة ضلالة

And he (peace and blessings be upon him) said in his Friday sermon:
The best of the speech is embodied in the Book of Allah, and the best of the guidance is the guidance given by Muhammad. And the most evil affairs are their innovations; and every innovation is error.أما بعد: فإن خير الحديث كتاب الله، وخير الهدي هدي محمد ﷺ وشر الأمور محدثاتها، وكل بدعة ضلالة

Celebrating birthdays is a religious innovation (bid'ah) that the Messenger (peace and blessings be upon him) and his Companions (may Allah be pleased with them and grant them satisfaction) did not practice.
It is sufficient for the believer to follow his Sunnah (recommended practice) (peace and blessings be upon him) and proceed according to his methodology, and not to innovate. Loving the Prophet (peace and blessings be upon him) is not through innovations, but by following his path, obeying his commands, leaving his prohibitions, sending prayers upon him, and sending peace upon him when he is mentioned (peace and blessings be upon him), and at all times. As for innovating religious innovations, that is what angers him (peace and blessings be upon him), and what he prohibited and condemned (peace and blessings be upon him). It is also what angers Allah (Mighty and Majestic). Allah (Glorified and Exalted is He) condemned the people of innovation, saying:
Or have they other deities who have ordained for them a religion to which Allah has not consented?أَمْ لَهُمْ شُرَكَاءُ شَرَعُوا لَهُمْ مِنَ الدِّينِ مَا لَمْ يَأْذَنْ بِهِ اللَّهُ
[Surah al-Shura: 21].
Therefore, it is obligatory for every Muslim to follow and not to innovate. He must follow the Shari'ah (Islamic sacred law), and that is sufficient, praise be to Allah. As for innovation, it is evil and a calamity. The religion is complete, praise be to Allah. Allah has perfected the religion, so people have no right to innovate anything that Allah has not legislated, neither celebrating the Mawlid nor anything else.
Included in this is building on graves and making mosques on them; this is a religious innovation (bid'ah) and one of the means of shirk (associating partners with Allah). Included in this is plastering them and making domes over them, and curtains; this is also a religious innovation (bid'ah) and one of the causes and means of shirk (associating partners with Allah). It is obligatory for the people of Islam to beware of innovations and stay away from them, so that they do not contradict their Prophet (peace and blessings be upon him), and so that they follow him in what he commanded and what he prohibited (peace and blessings be upon him). Yes.
