Question:
Following this, a message was received for the program from al-Minufiyah, sent by a listener who says: Ahmad Muhammad Ayyis. The brother Ahmad asks and says: The topic of touching the Noble Mushaf for one who is not in a state of ablution—I ask for detail on this topic, as I cannot do without touching the Mushaf at all, whether for worship, teaching the children, or memorization. Performing ablution involves great hardship, which leads to my abandoning the Book of Allah (Mighty and Majestic). Please mention the evidence as much as possible. May Allah reward you with good.

Answer:
The Prophet (peace and blessings be upon him) clarified the ruling regarding touching the Mushaf and said:
no-one should touch the Qur'an unless he was pureلا يمس القرآن إلا طاهر
Muwatta Malik 15:1
And Allah says (Exalted and Majestic is He):
None touch it except the purified.لا يَمَسُّهُ إِلَّا الْمُطَهَّرُونَ
[Al-Waqi'ah: 79].
It is obligatory for one who wishes to touch the Mushaf to perform ablution, and to touch the Mushaf, read from it, or recite from memory. However, if there is a need to touch it, he should touch it without a barrier, meaning he should have a barrier in his hands with which to touch it, such as gloves or something else, when there is a need. Otherwise, it is obligatory to perform ablution so that he can touch it without burden, without hardship, and without a barrier.
As for one in a state of major ritual impurity, he does not recite until he performs the full ritual bath, and he does not touch the Mushaf either; he does not recite, and he does not touch the Mushaf. Likewise, a menstruating woman does not touch the Mushaf, but she may recite from memory according to the correct view, because her period lasts a long time. Likewise, a woman with post-natal bleeding is not of the same category as one in a state of major ritual impurity; the duration of menstruation is long, and post-natal bleeding is even longer. Therefore, they may recite from memory according to the correct view. If there is a need to touch the Mushaf, it should be done through a barrier due to the need, such as reviewing a verse or verses, or if a teacher needs to do so. Yes.
