Question:
He asks and says: Is it permissible to fast on Friday outside of Ramadan, such as making up a missed fast, or as an expiation, or the like?

Answer:
Yes, it is permissible to fast on Friday as a voluntary act, and there is no harm in fasting on it to make up a missed fast. However, it is not permissible to single it out for voluntary fasting. As for if one fasts the day before it, or the day after it, there is no harm in that. The Prophet (peace and blessings be upon him) said:
None of you should fast on Friday, unless he fasts together with the day before or the day after.لا يصومن أحد يوم الجمعة إلا أن يصوم يومًا قبله، أو يومًا بعده
Bulugh al-Maram 5:41
So if one fasts the day before it, or the day after it, there is no harm in that. Or if he fasts it as part of the days he fasts to make up missed fasts, or as a voluntary act, there is no harm in that.
The point is: what is prohibited is fasting it alone as a voluntary act, in isolation. This is what is prohibited. Yes.
